We all know that the adventure dwarves and Bilbo will have is to get dwarves' treasures and home back. They only can get them back by fighting against the dragon and win. Then, which do you think is better at fighting a dragon? A hobbit or a dwarf?
They are both very short and easy to move very quickly. So they both maybe fight more successful than human. But, I think dwarves can fight against a dragon more successful. There are some reasons. First, they always go to adventures. So they have more experiences than hobbits. They can learn the skills to survive from those experiences, such as how to get food to eat, how to make weapons, and how to fight a thing which is bigger than them. But hobbits don't go to adventures and always having a quiet, peaceful life, so they have no ideas about fighting and surviving.
